The average road speed of Ulaanbaatar is slowing down year by year, which has a negative impact on the country’s economy, social development, environment, public health, education, and household income. In order to implement comprehensive measures to reduce traffic congestion in the capital city, the office of the mayor had to study the negative impact of traffic congestion on society, the economy, the environment, and public health, and estimate the cost of traffic congestion.
